Sergey Mironov, chairman of the Russian Federation Council, the Upper House of the Federal Assembly of the Russian Federation, arrived in Beijing Monday morning. Mironov is here for a two-day visit, as the guest of Wu Bangguo, chairman of the National People's Congress Standing Committee, known as the NPC, China's top legislature.

This is the highest ranking parliamentary delegation from Russia to visit China this year. Sergey Mironov was greeted by NPC officials, headed by Director of the NPC Commission on Internal Affairs and Justice He Chunlin. The Russian delegation includes major officials from the Federation Council.

Mironov said, "The aim of the visit is to enhance the mechanism of exchanges between the Federation Council of the Russian Federation and the National People's Congress of China."

The importance of Mironov's visit is highlighted by Russian Ambassador to China Igor A. Rogachev. He said, "It's very important, this year we are going to have many delegations. This is one of the highest. In September, our prime minister will also visit China."

Mironov, who was elected to the position in December 2001, is the third most senior official in the Russian political hierarchy after President Vladimir Putin and Prime Minister Mikail Kasyanov.

During his visit, Mironov will have high profile talks with a number of top Chinese officials, including President Hu Jintao and Premier Wen Jiabao. This is a clear signal that the new Chinese leadership values very much China's relation with Russia. Though the good will visit may not produce any significant agreement, Mironov's mission could help enhance the existing "strategic partnership of cooperation" between the two neighbors.
