The 16th Central Committee of the Communist Party of China has ended its fifth plenary session in Beijing (Tuesday). The plenum examined and approved proposals for formulating the 11th Five-Year Plan for National Economic and Social Development. The following is the detailed content of a communique from the 5th Plenary Session of the 16th Central Committee of the Communist Party of China.
The 5th Plenary Session of the 16th Central Committee of the Communist Party of China was held in Beijing from October the 8th to 11th, 2005.
Attending the plenum were 191 members of the CPC Central Committee and 150 alternate members of the Central Committee. Members of the Standing Committee of the CPC Central Commission for Disciplinary Inspection of the CPC, and the leading officials of concerned departments also attended as observers.
The session was presided over by the Political Bureau of the CPC Central Committee. Hu Jintao, general secretary of the CPC Central Committee, made an important speech at the meeting.
Those attending the plenary session discussed and approved proposals for formulating the 11th Five-Year Plan for National Economic and Social Development. Premier Wen Jiabao gave an explanation of the draft proposal.
Those attending the plenum made positive comments about the work of the Political Bureau of the CPC Central Committee, and agreed that the Politburo should hold high the banner of Deng Xiaoping Theory and comprehensively realize the important principles put forward in the "Three Represents" thought, lead the whole Party and the pepole of all nationalities to realize the spirits of the 16th CPC Congress and the 3rd and 4th plenary sessions of the CPC Central Committee, which calls on the CPC to always represent the development trends of China's advanced productive forces, to orientate itself around China's advanced culture and reflect the fundamental interests of the overwhelming majority of the Chinese people.
Those attending the plenary session spoke highly of the achievements made during the 10th five-year plan period. They reached a consensus that over the past five years, China's economic power, its comprehensive national power and international status have been improved dramatically. The plenary session agreed that the whole Party and people of all ethnic groups have bravely surmounted all kinds of difficulties and risks along the path of growth. The national economy has had sustained growth, with both the country's social and political climate maintaining stability. Also, the pace of modernization, industrialization and urbanization have speeded up, with a stronger shift towards internationalization and a more market-driven economy which has helped realize impressive achievements in all fields. Meanwhile, the main goals set by the 10th five-year plan have been achieved ahead of schedule; reforms of the economic system have been deepened constantly; external trade has entered a new stage; national fiscal revenues have increased greatly; price levels have remained stable; the living standards of both urban and rural residents have improved; cohesion between all ethnic groups has been consolidated; the construction of a democratic, socialist political system and a spiritual civilization has been strengthened. All of these have set a good foundation for the further development of the 11th five-year plan.
The plenary session has made a profound analysis of both the domestic and international situation that the country's economic and social development may face in the coming years. The plenary session emphasized that in the process of constructing an overall well-off society, the 11th five-year period is of great historical importance. The opportunity should be seized, and China must face up to all kinds of challenges, solve the outstanding contradictions and problems, improve relevant institutions, and promote social harmony. Therefore, we could make a new situation for the cause of socialism with Chinese characteristics, so as to make a solid foundation for smooth development over the next ten years.
The plenary session pointed out that the draft of the 11th five-year plan should be guided by Deng Xiaoping Theory and the important "Three Represents" thought, and focus on the implementation of a scientific view of development. The session reiterated that development is an irrefutable argument, adding that the country should hold economic construction as its core task and persist in the pursuit of development and reform to solve problems. The session put forward that China should insist on using the concept of scientific development to guide social and economic development, focusing on humanism, transforming the development concept, making innovations on the development model, and enhancing the development quality so as to achieve sustainable development in achieving social and economic progress. During the 11th five-year plan, the country should maintain steady and rapid growth, speed up the transformation of the economic growth pattern, improve self creativity, promote the development of urban and rural regions in a balanced way, strengthen the construction of harmonious society and deepen the reform and opening-up policy.
In line with the aim of achieving a well-off society in the first 20 years of the 21st Century, the latest CPC Central Committee plenary session examined and approved proposals on the formulating of China's next Five-Year Plan for National Economic and Social Development. The document will serve as the basis for the State Council when it draws up the final detailed draft of the 11th Five-Year Plan for approval by the National People's Congress.
The proposals define the guiding principles and major tasks of China's economic and social development over the next five years.
The document sets the target of doubling year 2000 per capita GDP by 2010, with healthy and rapid economic growth.
This should be achieved by strategically restructuring the economy, improving efficiency and reducing waste.
China should promote coordinated development across different areas. The relatively under-developed western regions still need attention and help from eastern coastal areas.
To build an environmentally-friendly society, China needs to save on energy. Each work unit must cut its use of energy by 20 percent of the current levels by the end of the Eleventh Five-Year Plan period.
The proposal sets out a number of other tasks:
To improve the socialist market economy, open it up more to the outside world, and even out imbalances in cross-border trade.
To encourage more enterprises to develop their own brands and improve awareness of intellectual property rights. Such measures can boost their competitiveness on international markets.
To continue with the nine-year compulsory education policy, to create more jobs in urban areas, to increase the soundness of the social security system, and reduce poverty.
To increase the income of both urban and rural residents and boost efforts to prevent the income gap from becoming wider.
It was agreed during the conference that economic reform is a powerful impulse to speed up Chinese society's economic development. The country has come to the most important stage of its economic reform programme, and must be more determined in realizing reforms, and making breakthroughs in implementing all major structural reforms. China will enhance the reform of its administrative systems, adhere to and improve its basic economic system, advance the reform of its fiscal and taxation systems, accelerate the reform of the banking system, and enhance the construction of a modern market economy. The reforms aim to create a mechanism that helps to transform the mode of economic growth and promotes all-round, coordinated and sustainable development, and guarantees the implementation of a scientific concept of development. The Central Committee reiterated that the policy of opening-up is a basic state policy of China. Since the domestic and international markets are more and more closely related, China should have a broader vision of the world, raise its level of opening-up, readjust ways of achieving foreign trade growth, continue to use foreign investment effectively, and support domestic companies seeking to go abroad and implement a mutually-beneficial and win-win opening-up strategy.
It was agreed during the conference that a determining factor in boosting the nation's competitive edge is the promotion of scientific research and education and the fostering of more highly-skilled, professionally trained personnel. This strategy should be implemented to revitalize the nation through scientific research and education and training quality personnel. In promoting science and technology, the nation must adhere to the principles of innovation based on its own strength, seeking leap-frog developments in major scientific sectors, achieving mutual developments between different disciplines, and attaining the lead in the future, in a bid to strengthen the innovative edge of businesses and expedite the construction of a national system for innovation.
Also, efforts must be made to give top priority to education, and implement high-quality educational methods on a grand scale, popularize and strengthen compulsory education, give greater emphasis to developing professional education, improve the quality of higher education, deepen the reform of the education system, promote the harmonized development of the system at different levels and in different way, and thereby build a knowledge-rich society. China must also strengthen the construction of its human resources capability, implement the national project to foster high-caliber personnel, further boost the quality of administration and Party affairs, enterprise management, and technical personnel, and carry on in efforts to train high-quality, specialized personnel and build up human resources that are of practical use in the nation's rural areas.
It was agreed at the conference that, in accordance with the goals of building a dynamic and stable harmonious socialist society in which democracy, law and order, fair play and justice, honesty and friendship are dominant values and in which humanity and nature co-exist in a harmonious manner, China must follow the right path in handling contraditions between its people under a new situation, and be careful and responsible in resolving the issues that concern the people's interests in the most immediate and practical ways.
In the economic and social development of the nation, we must give most emphasis to expanding employment, and by adhering to the implementation of proactive employment policies, exhaust all methods to create more jobs. Meanwhile, efforts should also be made to build and improve a social security system that is compatible to the levels of development of the nation's economy, perfect the basic healthcare system, cut unemployment, improve workplace safety and childbearing insurance systems for the urban workforce, and carefully resolve the social security problems of migrant workers in urban areas.
Also, the country must further improve distribution systems in which distribution is workload-oriented and other methods of distribution are also used; various production elements should be distributed according to the contributions made by each unit; more emphasis should be placed on social justice and greater effort should be made in redistributing income and slowing down the trend of polarization of wealth between different regions and social groups.
And by deepening the reform of cultural mechanisms and actively developing the cultural cause and cultural industry, the nation has to create more high-quality cultural products that answer to the demands of the masses. Efforts should also be made to study and gradually resolve the healthcare of the masses and reduce the prices of medicine. While continuing to deepen the reform of the healthcare and medical system, attention must be paid to perfecting the public health and medical service system and to laying a solid foundation for a new-style cooperative healthcare system in rural areas.
Also the low birthrate must be maintained and the physical and mental quality of the population must be ensured. A system of accountability and responsibility in dealing with workplace safety must be put in place and supervision must be strengthened for the production of food and medicine as well as in the catering business. By strengthening law and order and cracking down on various criminal activities in accordance with the law, the country must guarantee respect for human life and safety, and respect for the property of the masses, while safeguarding national security and social stability, and ensuring the welfare of the people.
It was stressed at the conference that, in realizing the goals of the 11th Five-Year Plan and carrying on the overall construction of a well-off society, it is key to strengthen and improve the leadership of the Party. The principles of constructing the Party for the interest of the public and assuming the power for the people must be adhered to, thereby furthering the construction of the Party's ruling capabilities and the Party's advancement, and strengthening the construction of the leadership on various levels. Also this applies to grassroots Party organizations. Continuously boosting the Party's capabilities in leading the economic and social construction is also a major focus. All Party members must be steadfast in adhering to their ideals and convictions, stick to the fundamental guidelines of the Party, devote all efforts to their work, and unswervingly struggle for the cause of building socialism with Chinese characteristics.
Leading cadres at various levels must adhere to the principles of using their power for the benefit of the people, caring for the welfare of the people, respecting the interests of the people, and thereby continuing to carry out an educational campaign to ensure the advancement of Party members, expand the effort of promoting honesty and uprightness among Party members and fight against corruption, so that blood and flesh links between the Party and the masses can be ensured.
It was stressed at the conference that the country must implement the fundamental guidelines of administering state affairs in accordance with the law, strengthening the construction of a socialist political system of democracy. At the same time, citizens must strengthen the construction of a socialist spiritual civilization to ensure the upbeat morale of all. Efforts must also be made to strengthen the construction of the national defenses and military services. While ensuring the long-term prosperity and stability of Hong Kong and Macao, promoting cross-Straits relations and striving for the great cause of the reunification of the motherland should not be neglected.
It was emphasized at the conference that the country's most important task is to accelerate the economy and improve the Chinese people's living standards, while firmly sticking to the route of peace and development. The economy shall be developed against the backdrop of a peaceful international environment, and meanwhile economic development will contribute to peace in the world as a whole. China will realize self-reliant economic development while adhering to its opening-up policy. China would like to seek cooperation with other countries and devote attention to realizing a peaceful and harmoniously developed world.
The plenum called on the Chinese people and the whole of the Communist Party to unite around Comrade Hu Jintao, holding high the flags of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the "Three Represents." This should be done by sticking to the Party's basic route, basic guiding principles, and basic experiences in guaranteeing the implementation of a scientific concept of development. The country must work hard to carry out the 11th Five-Year Plan for National Economic and Social Development and transform itself into a well-off society.
