Li Peng on China's First Legal Publicity Day

Li Peng, chairman of the Standing Committee of the National People's Congress (NPC), said here Monday that it is vital to govern the nation in accordance with the Constitution.

The country's top legislator made the remark at a meeting held by the Publicity Department of the Central Committee of the Communist Party of China (CPC), Commission of Legislative Affairs of the NPC Standing Committee and the Ministry of Justice, to mark the country's first legal publicity day which falls on December 4.

Over the past 100 years, the Chinese people have overcome various hardships in striving for nation's dependence, liberation and democracy and freedom, Li said.

China's current Constitution was formulated under the leadership of the CPC, and a series of the Party's major guidelines and policies since the late 1970s have been enshrined in the Constitution, he said.

All laws and regulations must follow the constitutional principles, he said, adding that all ethnic groups, governmental organizations, armed forces, parities, social units and enterprises must follow the Constitution.

Governmental administrative departments at various levels must strictly abide by the constitution in carrying out their duties, he noted.

At the same time, judicial bodies at various levels must independently and fairly use their prosecutorial power according to law, maintain justice and eliminate corruption, Li emphasized.

It is also major task to spread knowledge and improve awareness of the country's legal system and its laws and regulations among the public, including officials at various levels, he said.

Since 1985, the NPC Standing Committee has carried out four national legal education and popularization campaigns, each lasting a period of five years.

This year is the first year of the country's fourth legal education and popularization campaign, focusing on enhancing people's awareness of the Constitution and promoting the development of the legal system, Li said.

Major events on this year's legal publicity day will include a display of legal education achievements over the past 15 years and aims to spread awareness of the country's constitution, legal system, and people's rights and obligations.

Television shows, art performances, publications, media articles and open-air exhibitions will be also used for wider publicity.
