The top US Envoy to Afghanistan and Pakistan, Richard Holbrooke, says next Thursday's presidential election in Afghanistan, is vital in shoring up the government's legitimacy.

Holbrooke, says that the constitution had called for elections in April 2009, and the vote should never have been delayed. He says conditions in Afghanistan make a vote difficult, but "a government needs legitimacy."

However, he tempered expectations for the vote and emphasized the need to build the country's economy and improve the lives of its people.
