The rule of law and rule by law will decide the decency of the country’s nation building six years after China has entered into the WTO. In fact, legal construction has been prioritized and gets enshrined in the constitution.

In his opening speech at the current National Party Congress, Mr.Hu Jintao reiterated the importance of having accountability and responsibility for the ruling party within the framework of law and law only. But this is no easy job since the CPC faces the uphill battle of legislation, law enforcement and legal education. In this regard, China says it stands ready to learn from the West.

In each phase of China’s social progress, there are some key words that may help understand the deep changes of the country. The rule of law and rule by law come across as the most important phrase in our daily vocabulary and in cultivating the legal awareness, protecting social justice and the growing overseas investment. Law sets up and protects balance. It safeguards our dignity. We hope action speaks louder than words in the current political reality.
