About 20 million migrant workers in China had no jobs to return to following the Spring Festival. Many companies have had to reduce staff or halt production as a result the global financial crisis.

The Ministry of Human Recourses and Social Security says more than 64 percent of companies have employment plans this year, 20 percent less than last year. There are more firms required a high school degree or a middle-level technical skill diploma.
The ministry called on local departments to lunch technical training for migrant workers and give them subsidies.
