The rising oil price in China has changed some residents' ideas of buying a car in Shanghai. Some winners for vehicle plates in the city have given up their rights to buy a car. Some residents in Shanghai say the high oil price has made them give up their plan to buy a car. In April and May, some winners in the vehicle plates auction in Shanghai chose not to pay for a car.
According to the local regulation, the bid security deposit of 2,000 yuan for a car plate will not refunded to the bidder if the winner doesn't submit the plate within three months after they successfully bid for it.
