The government body says recent global economic turbulence has hurt China's employment market. It added that the subprime crisis in the US and the economic slowdown of China's major importers have also dealt a blow to the country's employers.
The situation is only getting tougher with the recent soaring cost of raw materials. The authority says it plans to further educate the workforce, and provide subsidies and tax-cuts to employers in order to ease the situation. Unemployment stood at 4 percent for urban areas in 2007.
Premier Wen Jiabao had earlier pledged to keep urban unemployment rate at five percent until 2010.
