This is part of the country's campaign to ban the use of some plastic bags and to force consumers to pay for others, which take effect from June.
The city plans to dispatch 180 million such reusable bags for free in the next couple of months.
There will be more than six thousand volunteers to hand out bags in stores and supermarkets.
Data shows that Chinese consumers use over three billion plastic bags each day, most of them are non-degradable.
It's a big pressure on the country's valuable resources and environment.
