Meanwhile, the Ministry of Industry and Information is also working out rules as well as technical standards to better regulate the phone advertisement market. And this is so that proper punishment can be meted out to operators who send commercial ads via text messages.

The nation's two leading information operators that's China Mobile and China Unicom say they are prepared to take strong action to put a stop to unwanted phone spam.

But industry experts say this will be difficult as long as the market lacks the laws needed to spell out what exactly is allowed in the sector.
