At the International CEO roundtable of Chinese and Foreign Multinational Corporations, which took place in Beijing, Chong Quan, the assistant minister of commerce said the recent Chinese product quality and safety issues have received extensive coverage, but Chinese companies are not to be blamed. Because the products were produced according to the specifications and standards set by overseas buyers.

Chong said "Recently, the Voice of America broadcast a research report from scholars of Canada's West Ontario University. They have been testing and analyzing Chinese toy products for more than ten years. They said over 75 percent recalled toys were due to design flaws. Chinese manufacturers are only responsible for only a small proportion. Product quality and safety issues are a common issue for the international community. Multinational companies bear responsibility for the design, for providing materials, testing and marketing of products. China wants to step up cooperation with multinational companies on the issue."
In 2006, the US imported toys worth 14.5 billion yuan from China. Only one percent was recalled. Chinese makers were responsible for toys worth 7 million US dollars, while American designers were responsible for 143 million US dollars of recalls.
