The Ministry of Land and Resources has blamed local governments for illegal land grabs. The ministry publicised 16 typical cases involving three kinds of illicit land requisition around the country.
The first category is replacing land requisitions with leasing arrangements, to get around the approval process and acquiring collective farmland for non-agricultural construction. The second is arbitrary violation of the land use plan. And the third is starting construction without permission. Nearly half of the cases involved arable land.
