China is proposing the setting up of a strategic coal reserve. This comes as part of an amended law aimed at raising safety and environmental standards for the industry. The country is already topping up strategic oil reserves, and is looking at ways to discover more underground mineral reserves. Experts say the need to provide energy supplies in the country lends urgency to the finding of a reliable coal reserve. Other proposed revisions to the Law on the Coal Industry include raising qualification thresholds for mining licenses, and changes in processing rules. The revised law will be presented at next year's annual session of the National People's Congress.
