The Chinese government is still stepping up efforts to cut energy consumption. But it's now turning its attention to construction projects, the transportation sector and government buildings.

On Sunday, China's top legislature began deliberating a draft amendment to the Law on Conserving Energy. This sets out possible ways to cut energy waste, improve energy efficiency and put a lid on polluting emissions.

Under a five-year plan that will run to 2010, China has pledged to cut energy use per unit of GDP by four percent each year. But last year,consumption actually fell by just 1.2 percent.
