China plans to develop 10 cities to act as outsourcing bases, and aims to increase its service outsourcing export volume in the next four years by fourfold increase.

The Ministry of Commerce says, the first batch of base cities would be Shanghai, Dalian, Xi'an, Shenzhen and Chengdu. The ministry says the scheme would encourage 100 multinationals to shift their offshore outsourcing services to China. It will also foster 1,000 large and medium-sized, service-type outsourcing enterprises. The ministry will channel social resources into innovation-oriented enterprises, and support policies will focus on enterprises rather than export products. The global service outsourcing market stands at between 300 billion and 500 billion US dollars. The market is expected to reach one trillion dollars in 2008.
