Spokesperson for China's General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) Li Yuanping said on May 17 that AQSIQ will require entry-exit inspection and quarantine administrations in all ports to start using the newly-revised “Entry-Exit Health Declaration Form” from May 18.

According to Li, the “Entry-Exit Health Declaration Form” was revised to meet the need for prevention and control of the A/H1N1 flu virus. The adapted “Entry-Exit Health Declaration Form” has increased the amount of information inbound passengers are required to supply, including a 7 day inbound passenger travel itinerary, detailed contact address, telephone number and means of further travel with flight (train, or ship) number. Furthermore, the number of influenza symptoms that inbound passengers are required to declare has been increased from 8 to 11.

Li noted that because the A/H1N1 virus has a 2-7 day latency period, the inspection and quarantine procedures implemented at various ports cannot identify virus carriers who are in the latent period and therefore display no flu symptoms. No abnormal symptoms were shown by any of the three A/H1N1 flu cases in the Chinese mainland at the time of their entry into the ports.

Li added that inbound passengers are required to honestly and accurately fill out their travel itinerary and means of contact, in order to allow the health and other relevant departments to timely and accurately locate close contacts based on the declared information after the second and third defense lines find infected passengers, and to rapidly carry out isolated observation.
