The Chinese People's Political Consultative Conference, or CPPCC, has held a press conference on the draft outline of the 11th Five-Year Program for national economic and social development.

Building a new socialist countryside was highlighted during the press conference.

One CPPCC member, who is also an economist, noted the country's vision is a continuation of past policies concerning agriculture, rural areas and farmers.

CPPCC member Lin Yifu said: "Only when the rural economy is more developed and enjoys a cleaner environment and there is a higher standard of living, can the entire Chinese population share the economic benefits of social development. And only when this is realized, can there be a truly harmonious socialist society, that's well-off in all respects."

Lin Yifu added that since 1949, when new China was founded, the CPC Central Committee and the State Council have attached great importance to the difficulties facing the country's agriculture, rural areas and farmers.

Before 1979, when China adopted policies of reform and opening-up, increased agricultural output and ensuring a level of subsistence for the farmers was emphasized.

After 1979, the country shifted its focus to rural incomes while continuing to emphasize output.

Other issues were also covered during the press conference.

Those included China's transforming pattern of economic growth, the construction of an innovative country as well as the overheated rise in real estate prices.
