Sergey Mironov, the Chairman of the Russian Federation Council, the Upper House of the Federal Assembly of the Russian Federation, arrived in Beijing this morning (Monday).

Mironov is here for a two-day visit, as the guest of Wu Bangguo, chairman of the National People's Congress Standing Committee, known as the NPC, China's top legislature.

This is the highest ranking parliamentary delegation from Russia to visit China this year.

The Chairman of the Federation Council of the Russian Federation, Sergey Mironov, is paying an official visit to Beijing. He was greeted by NPC officials, headed by the Director of the NPC Commission on Internal Affairs and Justice, He Chunlin. The Russian delegation includes major officials from the Federation Council.

"The aim of the visit is to enhance the mechanism of exchanges between the Federation Council of the Russian Federation, and the National People's Congress of China," said Sergey Mironov.

The importance of Mironov's visit is highlighted by the Russian ambassador to China.

"It's very important, this year we are going to have many delegations. This is one of the highest. In September, our prime minister will also visit China," said Igor A. Rogachev, Russian Federation ambassador to the PRC.

Mironov, who was elected to the position in December 2001, is the third most senior official in the Russian political hierarchy after President Vladimir Putin and Prime Minister Mikail Kasyanov.

During his visit, Mironov will have high profile talks with a number of top Chinese officials, including President Hu Jintao and Premier Wen Jiabao. This is a clear signal that the new Chinese leadership values very much China's relations with Russia. Though the good will visit may not produce any significant agreement, Mironov's mission could help enhance the existing "strategic partnership of cooperation" between the two neighbors.
