Professionals from the Chinese mainland will find it easier to work in Hong Kong under a new scheme starting Tuesday. Hong Kong officials say the new policy will further facilitate communication between the mainland and Hong Kong and benefit the S-A-R's economic development.

The new scheme aims to attract more top professionals from the mainland, help develop Hong Kong's economy and promote the economic communication between the mainland and Hong Kong. This new plan, with no sectorial restrictions or quotas, opens the door wider to candidates who possess the necessary academic qualifications, professional skills and experience.

However, under the new scheme, prospective employers must prove to the Immigration Department that they are unable to find suitable candidates in Hong Kong. In this way, mainland applicants will not be competing for jobs with locals. Instead, bringing qualified personnel from the mainland should raise Hong Kong's competitiveness in the international market.

Simon Peh, official of Immigration Department, HK SAR, said, "We hope through this scheme will attract more mainland professionals and will help generate greater economic activity and in turn bring more employment opportunities in the Hong Kong SAR. "

The new plan has attracted great attention in HK. So far, the immigration department has received ten applications which must be made by the prospective employer in Hong Kong. The Immigration Department will process applications within four weeks.

According to a survey, this kind of policy has introduced 597 professionals from the Chinese mainland, bringing considerable economic revenue to Hong Kong.
