HK delays second reading for Article 23

    Hong Kong Chief Executive Tung Chee-hwa issued a statement on Monday, saying the National Security Bill, known as Article 23 of the Basic Law, would not be pushed forward on Wednesday as scheduled. The delay follows a statement issued by the Liberal Party on Sunday night, asking the Hong Kong S.A.R. government to delay the resumption of the second reading of the bill, scheduled for Wednesday, July 9.

    Tung Chee-hwa said in the statement that after a full discussion by the S.A.R. government, the Chief Executive's office would step up its efforts to explain the amendments on the Bill to the SAR community in the coming days.

    Many members of the Hong Kong SAR community thought that the government had responded positively to their concerns. However, some hoped that the SAR government would allow them more time to study the amendments and the bill in greater detail.
