Delegates to the on-going CPC's 16th National Congress have broken up into provincial and ministerial groups to talk over Jiang Zemin's report. Some of the group discussions were open to Chinese and international media coverage.

The CPC delegates from northeast China's Liaoning province drew a lot of media attention when they went into their sessions. Liaoning is a key base for heavy industry and a key ground for the country's reforms. The delegates say the report is a guide for China's future development.

Congress delegate Bo Xilai said, "The report further liberalizes our minds in our work. The priority of our provincial government is to help laid-off workers find jobs. Last year we helped 860,000 unemployed people find work. This year, the target is one million."

Altogether five group sessions were open to the media. The other four groups were Hebei, Zhejiang, Shanghai, and organizations under the CPC Central Committee.
