Beginning September 1, China's privately-owned enterprises will be allowed to have the right to distribute and wholesale publications.

According to SAAP, the State Administration for Press and Publication, private firms need to meet two requirements to do so, that is, with an operating space of more than 1,000 square meters and a registered capital of 20 million yuan or around 2.4 million US dollars.

SAAP officials say the move shows that both private and state-owned enterprises have equal access to the domestic publishing markets. Wholly overseas-funded and Sino-overseas joint ventures, will have to wait until December, 2004 to apply for the right.
