EU to investigate imports from China

    The European Union will launch a nine-month investigation into canned mandarins imported from China at Spain's request. It's the first such probe under the provisions of the special protection clause within China's WTO agreements.

    The commitments of China's entry into the WTO say that any member of the organization could undertake limited-time special protection measures on Chinese imports when they are likely to hurt the country's markets at any time from December 11, 2001 to the same date in 2013. The protection can be offered through raising tariffs or setting import quotas on those goods from China.

    Experts say the canned-mandarins case clearly implies that by the end of 2004, when the EU will abolish import quotas for textiles, footwear and ceramic ware imported from China, all Chinese imports will face the likelihood of investigation.
