Officials hope to register millions of new voters for the 2009 autumn vote. They say voter registration will take place in four phases, and should be finished by February.
Already, problems have occurred with registration equipment reaching remote areas in central Ghazni province, where the Taliban is gaining influence.
The militant movement has regained control of large swathes of the country. It says it will not participate in the election process, and warned other Afghans to stay out of it also.
