The United States is considering scrapping its civil nuclear agreement with Russia. White House spokeswoman Dana Perino says they are re-evaluating the relationship with Russia.

However, she says there is nothing to announce yet. French Foreign Minister Bernard Kouchner says the European Union is considering sanctions against Russia.

France has called EU leaders to a meeting in Brussels to focus on steps the 27-member bloc will take in response to the fighting between Russia and Georgia. Some countries are hoping sanctions will be proposed.
