Jiangxi province has issued a level three alert in Ganzhou city. More than 1000 flood-prevention and rescue teams are standing by.
Rivers are swollen near Chenzhou in central Hunan province. During a six hour downpour on Wednesday, 100 millimeters of rain fell on the city.
Fengshen means "wind god" in Chinese. The storm landed in Guangdong province on Wednesday, bringing heavy rain and more flooding to the already waterlogged region.
Taihu Lake, China's third largest lake on the border of Jiangsu and Zhejiang provinces, was already 33 centimeters above the warning level of 3.5 meters.
Many other places in China have also seen heavy rain this year. The city of Handan in northern Hebei province experienced torrential rain and hailstorms on Wednesday night.
Fengshen was downgraded from a typhoon after ripping through the Philippines on Saturday, where it killed hundreds and triggered flash floods and cut electricity.
