The official said the Dalai Lama's personal representatives have had contact with the Chinese central government on 6 occasions since 2002. The central government also arranged for them to tour Tibet.

But no progress has been made because of the Dalai Lama does not have enough sincerity. The recent plotted riots in the Tibetan Region have also sabotaged conditions for talks.

Sita said, "Even though these things happened, we are still willing to talk to the Dalai Lama. But his side must stop all the violence and crimes in Tibet and all the disruption of the Beijing Olympics."

Dalai Lama has been advocating his "Middle Way" policy and a "high-degree of autonomy" in Tibet in recent years. The Chinese government says these disguises cannot cover his separatist nature.
