Kosovo is expected to unilaterally declare independence within days, possibly Sunday or Monday.

A media center has been set up to deal with an influx of journalists in Kosovo's capital, Pristina.

Serbia says it is prepared to adopt retaliatory measures against Kosovo and Western countries which recognize the province's independence.

The "Action Plan" is believed to include downgrading diplomatic ties with countries that recognize Kosovan statehood, and legal action against them in international courts.
