EU foreign policy chief Javier Solana has arrived in Ankara for talks with Iran's top nuclear negotiator, Ali Larijani. Solana comes with a proposal from the five UN permanent Security Council members plus Germany.

They're said to be considering a new definition of uranium enrichment that could allow Iran to keep parts of its existing programme without actually producing enriched uranium.

Solana said, "We have always placed on the table sensible proposals. And I hope that this time we will be able to move on in the preparatory talks and maybe, the sooner the better, meaningful negotiations. That is the constructive attitude with which we have come."
