China, Russia Joint Communique

China and Russia have issued a joint communique on terrorism, UN reform and the Korean Peninsula nuclear standoff. The communique came at the end of President Hu's visit to Russia. It notes that the Sino-Russian strategic and cooperative partnership has entered a new stage.

The communique reiterates the two sides' commitment to the fight against all forms of terrorism. It also calls for greater international cooperation and a long-term, comprehensive anti-terror strategy in line with the UN Charter and norms of international law.

In the communique, China and Russia oppose linking terrorism to particular countries, nationalities or religions and oppose the use of double standards on the issue of terrorism.

The document notes that China and Russia support reform of the United Nations, and believe Security Council reform should be based on consensus through consultation.

Both countries oppose setting an artificial time limit for reform of the UN Security Council, and oppose any vote on any scheme that lacks consensus.

The two sides called on the United Nations world summit in September to adopt resolutions that will demonstrate the continuity of goals and tasks formulated in the UN Millennium declaration.

The communique reiterated the two countries' commitment to a nuclear-free Korean Peninsula.

It also restated the two countries' support for further improvement of ties between the North and the South on the peninsula.

It said the six-party talks are the best and most effective way to solve the nuclear issue on the Korean Peninsula and called on parties concerned to actively push for an early re-start of the talks and ensure their progress.

On Central Asia, the two sides said they fully respect the right of countries in the region to independently choose their own path of development.

They vowed to deepen and expand bilateral cooperation with Central Asian countries and work to promote the economic development of these countries.

The two sides also pledged to work together to maintain security and stability in the Asia-Pacific region.

The joint communique also touched on Iran, saying China and Russia firmly oppose the proliferation of nuclear weapons.

The communique said the two countries support the diplomatic efforts of the international community for a political resolution of the Iranian nuclear impasse and stand ready to continue to play a constructive role in the process.
