Beijing Olympic Torch Relay

  The purpose of the production of the television signal for the 29th Summer Olympic Games Torch Relay is to spread around the essential spirit of the Olympics’ “sports serving for the harmonious development of human being” and the values of friendship, respect and pursuit for excellence, to reveal the three concepts of “Green Olympic, Scientific Olympic and Humanitarian Olympic” for Beijing Olympic Games and the theme of “Harmonious Journey” for Torch Relay, and to stimulate people’s enthusiasm for the Torch Relay and for the Beijing Olympic Games.
  With a slogan of “Lighting the Passion, Sharing the Dream”, the Beijing Olympic Torch will be passed across five continents around the world. Outside of China, the relay will be running from April 1 to May 3 in the year of 2008, lasting for 33 days with the relay period being for 21days. Back in China, the relay will be passed from May 4 to August 8, 2008 and is expected to last for 97 days covering 113 cities.
BOCOG organizes an official television signal production team and formulates this handbook.
1 General Principles
1.1 BOCOG is in charge of organizing a 12-person official television signal production team (outside of China), and of shooting and producing a 15-minute highlight of Torch Relay everyday during the Beijing Olympic Torch Relay period, transmitting it globally through international standard technology methods, allowing the Rights Holding Broadcast Organization and Non-Rights Holding Broadcast Organization to receive the signal without any obstacle.
1.2 BOCOG has formally appointed CCTV to organize an official television signal production team and to shoulder the responsibilities of producing and transmitting the official television signal for the Beijing Olympic Torch Relay during the Torch Relay period inside and outside of China (outside 21 days, inside 97days).
1.3 The specific standard of the official television signal production is formulated by the Beijing 2008 Olympic Games Organizing Committee and CCTV with reference to the official television signal production standard applied by previous Olympic Torch Relay.
1.4 Considering the operation of the Beijing Olympic Torch Relay, the official television signal production team is divided into two groups: domestic Torch Relay production team and oversea Torch Relay production team.

2 About the official television signal
2.1The official television signal, shot, produced and released in every Relay day, is an edited 15-minute news highlight reflecting the Torch Relay process. The time length and content of the highlight may vary according to different Torch Relay cities and the purpose of the highlight is to reflect the picture of the Torch Relay as complete as possible.
2.2 The production of the official television signal must follow the principles of Olympic Charter, apply television production techniques as professionally as possible and exhibit the sense of pleasure and holiness brought by the Olympic spirit in the form of passing the torch from one hand to another.
2.3 The official television signal must reflect the main activities in each relay day, including the race starting ceremony, the relay process and other ceremonies, pictures of no less than 3 important torch bearers, the important architecture along the route of the Torch Relay and other landmark buildings and venues.
2.4 According to international practice, the official signal must keep the international sound track, provide comparatively complete foot notes including the timing, place, and characters in each shot and the starting and ending time code.
2.5 The original foot note of the official signal is the important basis of manipulating the Torch Relay official signal and is requested to be delivered back to and released on the appointed website www.beijing2008.cn and www.cctv.com in every Torch Relay day.
2.6 The official signal foot note must be the same in both Chinese and English version.
2.7 Approval: All the pictures, soundtrack, and scripts must be examined and approved by the authorized personnel from BOCOG.
2.8 Copyright: The copyright of all the pictures, soundtrack and script is owned by BOCOG and IOC.
2.9File: Within 60 days after the Olympic Games concludes, the official signal production team is requested to provide all the Torch Relay footages to BOCOG..

3 International signal technical equipment and distribution

3.3 Standard: 625/50 PAL(Asiasat 2,W1,Intelsat 802);525/60 NTSC (Intelsat 805)
3.4 APTN will arrange 9 MHz feeds from each location to be recorded in London for later transmission and distribution via ad-hoc satellite paths to Asia, Europe, Australasia, Africa and America. APTN will record the material and then play it out after 15-30 minutes on Asiasat 2, W1,Intelsat 805 and Intelsat 802, which will reach all regions. The distribution will be no encryption. The distribution schedule and satellite synopsis will be posted on the Torch Relay pages of official website. The signal is no technical cost incurred.
